FROM THE DESK OF SECRETARY GENERAL


Dear friends and comrades

 

All are aware of the recent events wherein Shri. Shishir Agnihotri, resigned from the post of Secretary General of AIASCT consequent upon Deputation to Competition Commission.  This has bestowed upon me the huge honor of being the chief executive of this esteemed Association. It is a humbling experience to be able to sit with the stalwarts of the Association movement and contribute your bit for the benefit of the cadre.  I am no novice in the Association movement and I have all along been office bearer of Karnataka Inspectors Association and later from 2007 I have continuously been an office bearer of Superintendents Association of Karnataka rising from the ranks to be the President of the Karnataka Unit.  My interactions with various All India office bearers right from Kanpur convention has given me a heads-up on various issues and I am sure will go a long way in understanding the various issues grappling the cadre.   


Further more the course of this association has already been set by the last three conventions and a stand is already taken on most of the issues and I do not see any reason to change the course or the stands of this association. The firm grounds on which this association functions emerges from the democratic values on which it was founded and the democratic processes which has been put in place by us.   You will never find me putting a dent to these strong values as it is very close to my heart too and is the very essence of our existence.  The EC is Sacrosanct and its will should and will always prevail.  Here I would like to urge the CEC members to participate in all the discussions without fear so that the best decision is churned out.

I am blessed with the company of people in CEC with a bundle of talent and I am sure that I can dive at will to utilize their abundant skills and resources for the common cause of the cadre.  I am extremely confident that we will be capable of resolving any issue if we put our heads together and stand united on all our causes. 

We have reason for immediate concern as the recognition of the Association is a clumsy stumbling block in all our endeavors and is required to be quickly resolved. However the same should in no way stop our push for the quick resolution of issues at Kolkata.  Our brothers have gone without salary for two months now and this should and will be our immediate concern.  Hope we can resolve these impending issues quickly so that the other important issues of the cadre are taken up with the administration. While recognition could be the means it is not an end in itself and is only the actual beginning of what we started in Chennai and we need to traverse many a mile stones.

“Promotion” has been a mirage for this cadre and it pains to see hordes of Superintendents retire with a single promotion in their entire career.  The various litigations on the seniority list have been a cause but the bigger cause is the mismanagement  of HR which is the cause of the litigation and lack of will on part of the administration to break this impasse and break a new path. The various suggestions given in this regard like re-designation scheme will be followed up with new vigor.

There are numerous issues pertaining to Pay matters, working condition, Infrastructure, Welfare, implementation of Court orders to all similarly placed officers, removal of disparities, back-end issues ……. The list is never ending but the essence of this association is to keep chipping away at the objectives relentlessly and untiringly and the results will definitely show. We also need to evolve new ways of achieving our objectives and ensure that we are heard.

The task ahead can neither be achieved single handedly nor overnight. It needs constant vigil, persistent efforts, evolving strategies and contribution from every person and every quarter. I promise to do my best at all costs with Integrity, Sincerity and tenacity, but I seek support from each one of you to move forward from the rut in which we stand now and make a difference to the future.

    1. It has been more than a fortnight since issuance of sop of 'scrutiny of returns', wherein all the work related to scrutiny is to be done by Superintendent only. But not a single letter has been written by the so called association (s) of group B cadre reg shifting of all the responsibilities to the group B cadre. In the SOP itself, it has been said that PC/C will monitor the work of scrutiny, so the question is what other officers below the rank of PC/C will do except superintendent. Why ADC, JC, DC, AC would not scrutinized the returns? Why no distribution of work on the basis of turnover of the assessee with other risk parameters. Irony is, not a single association has raised this issue after issuance of the aforesaid SOP.👎👎

  8. Congratulations.
    Expecting under your leadership we can achive best for the cadre. Taking the matter directly with the DGHRD and CBIC can only yield results. In my opinion Local level protest such as black badge ,gate dharna in current scenario will hardly fetch positive results. So strengthen our team at Delhi and take up matter directly with Board.

  10. It is pathetic that Superintendents of Central Tax are retiring with only one promotion in the entire career of 35 years or more.

    CCGGOO protests against the deliberate delaying tactics of the CBIC in renewal of recognition of AIASCT.

    CCGGOO protests against the victimization of office bearers and members of Kolkata unit.

    Stop demoralization of the seniors who have not got even a second promotion in their entire career.

    CCGGOO extends support to the agitational programmes by AIASCT on their genuine demands.
    Long live Central govt.employees & Officers unity.

  11. There are number of cases before different benches of CAT on issue related to reservation in promotion such as Own merit issue and Catch up Rules.

    If all these case transferred in One bench and CAT hear them jointly then there may be a possibility that CAT can issue interim direction which can be apply during pendency of litigation and pave the way for DPC and also bring uniformity among different CCA.

  13. The best option is to redesignate 24 years service (Inspector plus Supdt) who are in PB3 as Junior Assistant Commissioner Group A without transfer liability. They can remain with the same CCA. All will be happy to retire peacefully. No revenue extra spent by anyone even Rupee 1.

    1. Rightly pointed out. Scrutiny of returns should be turnover based and those with higher turnover should be done by higher ranked officers
