AIASCT IS NOW THE ONLY RECOGNISED ASSOCIATION REPRESENTING ALL SUPERINTENDENTS OF CGST

 




Dear Members,

It is with humble gratitude to all the previous Presidents, Secretary Generals and all the Office bearers that I communicate the grant of recognition accorded to AIASCT by the Government of India. Now we are the sole Association representing the Superintendents of Central Tax under CBIC.  It is the untiring efforts of many people who had a firm belief in democratic ways, who moved bravely forward in adversity with unwavering integrity, and with conviction beyond doubt which has yielded todays fruits.  We all stand to gain, enjoy and relish the rewards of those selfless contributions by individuals who stood for the cause of the cadre. 

Though the movement started only with a hand full number of units, it gained momentum at the grass roots.  Many more units joined, many units blossomed and many units threw out their old regime and brought in new leadership at the local levels.  The saga of the long fight for this justice, is already recorded in the various pages of this blog earlier.  Hence, I would not like to repeat them now. 

Here, I would fail badly if I don’t mention the staunch and steadfast support of the members who patiently waited for their leaders to succeed in this efforts and supported the association in all its calls.  You have braced us in our falls, you have encouraged us in our efforts, you have goaded us when the chips were down we are indebted to each and every member who has made a positive impact by their resolute support.

And in spite of all the stumbling blocks, it was the agitation that we launched last month that finally forced the administration to yield.  The members who participated in it whole heartedly and all local office bearers who made it a success need to be specially congratulated for this.  This has shown us the way for launching calibrated action programme.

This is positively the end of the first step and the beginning of what could be a start of a herculean task of putting forward our issues to the authorities and achieving resolutions.  We have a bundle of issues like career progressions, pay matters etc. and new issues are mounting like the new scrutiny instructions, back end issues etc.  At least now the CBIC cannot deny our right to represent our causes citing recognition.

I can safely say that one of the causes for this inordinate delay in recognition of AIASCT is also the hurdles put in by unscrupulous elements who have caused a minor divide in the cadre with major consequences and a meagre few are yet to join the main course. I take this opportunity to invite those units which are still not part of AIASCT to embrace the majority and adopt democratic ways. Let us move forward as one unified force to reckon with. On this day of joyousness, celebration and achievement I call for unity and welcome all other left out units with open arms to join the main stream.  Let us together achieve what is due for the cadre.

I would be seeking an appointment with the Chairman and the Member (A & V) in the coming few days to take forward this movement and bring to focus our outstanding issues. I would urge all of you to be ready for any call of the association for action to achieve the laid down objectives and the aspirations for the cadre. The most important issue of resolution of the issue of victimization of office bearers in Kolkata will be our first cause and lets all vow to stand by our brothers of Bengal.

“Promotions” is a word quite alien to our cadre, though heard once,  most of the seniors yearning to hear it again one last time before they retire.  our endeavor would be to fulfil that dream to as much and as quickly as possible. The task is uphill but this empowered situation of recognition gives us a cause to at least hope to achieve that objective.

We also have the responsibility of taking care of the future generations of officers who have been displaced from their home towns and have aspirations of Deputations and loan basis Transfers to take care of emergent requirements of their families. A streamlined policy with equity and justice is the need of the hour.

With lot more to do, I sign off by congratulating each one of you and urging all to join hands in our earnest efforts.

 In the dullness of a cloudy evening

Hitherto darkened and doomed   

strikes a lightening so bright

Showing us the destiny much deserved

The dignity so well earned

It is not the words but the deeds we believe in

SENIORITY LIST, DPC AND OTHER DEMANDS

 Dear Members and Friends,

Every opportunity to drive home the point that injustice has been meted  out to the Cadre of Superintendents of Central Tax should be used, in this direction the allocation of laptop to Group B officers has been welcomed by the Association and in the same breath the outstanding demands pertaining to issuance of All India Seniority list of superintendents of Central tax, early holding of DPC etc has been brought to the notice of the Board vide AIASCT letter dated 26.4.2022. 


It will be the endeavor of this body to meet the competent authorities and seek redressal of our outstanding issues at the earliest. Please stay tuned to this blog for further updates on cadre issues.

FROM THE DESK OF SECRETARY GENERAL


Dear friends and comrades

 

All are aware of the recent events wherein Shri. Shishir Agnihotri, resigned from the post of Secretary General of AIASCT consequent upon Deputation to Competition Commission.  This has bestowed upon me the huge honor of being the chief executive of this esteemed Association. It is a humbling experience to be able to sit with the stalwarts of the Association movement and contribute your bit for the benefit of the cadre.  I am no novice in the Association movement and I have all along been office bearer of Karnataka Inspectors Association and later from 2007 I have continuously been an office bearer of Superintendents Association of Karnataka rising from the ranks to be the President of the Karnataka Unit.  My interactions with various All India office bearers right from Kanpur convention has given me a heads-up on various issues and I am sure will go a long way in understanding the various issues grappling the cadre.   


Further more the course of this association has already been set by the last three conventions and a stand is already taken on most of the issues and I do not see any reason to change the course or the stands of this association. The firm grounds on which this association functions emerges from the democratic values on which it was founded and the democratic processes which has been put in place by us.   You will never find me putting a dent to these strong values as it is very close to my heart too and is the very essence of our existence.  The EC is Sacrosanct and its will should and will always prevail.  Here I would like to urge the CEC members to participate in all the discussions without fear so that the best decision is churned out.

I am blessed with the company of people in CEC with a bundle of talent and I am sure that I can dive at will to utilize their abundant skills and resources for the common cause of the cadre.  I am extremely confident that we will be capable of resolving any issue if we put our heads together and stand united on all our causes. 

We have reason for immediate concern as the recognition of the Association is a clumsy stumbling block in all our endeavors and is required to be quickly resolved. However the same should in no way stop our push for the quick resolution of issues at Kolkata.  Our brothers have gone without salary for two months now and this should and will be our immediate concern.  Hope we can resolve these impending issues quickly so that the other important issues of the cadre are taken up with the administration. While recognition could be the means it is not an end in itself and is only the actual beginning of what we started in Chennai and we need to traverse many a mile stones.

“Promotion” has been a mirage for this cadre and it pains to see hordes of Superintendents retire with a single promotion in their entire career.  The various litigations on the seniority list have been a cause but the bigger cause is the mismanagement  of HR which is the cause of the litigation and lack of will on part of the administration to break this impasse and break a new path. The various suggestions given in this regard like re-designation scheme will be followed up with new vigor.

There are numerous issues pertaining to Pay matters, working condition, Infrastructure, Welfare, implementation of Court orders to all similarly placed officers, removal of disparities, back-end issues ……. The list is never ending but the essence of this association is to keep chipping away at the objectives relentlessly and untiringly and the results will definitely show. We also need to evolve new ways of achieving our objectives and ensure that we are heard.

The task ahead can neither be achieved single handedly nor overnight. It needs constant vigil, persistent efforts, evolving strategies and contribution from every person and every quarter. I promise to do my best at all costs with Integrity, Sincerity and tenacity, but I seek support from each one of you to move forward from the rut in which we stand now and make a difference to the future.

DEFERMENT OF AGITATION PROGRAM SCHEDULED ON 06.04.2022

Dear Members,

The CEC of AIASCT met virtually on 04.04.2022 and took stock of the agitational program held on 16th March 2022,  23rd March 2022 and the very successful Lunch hour Demonstration on 30.03.2022. The CEC passed a resolution appreciating the efforts of the Units and its members for conducting the first three phases of the agitation program very successfully.  Encouraged by the support of the members the CEC decided to launch a more intense campaign rather than a single day dharna.  Accordingly the Dharna scheduled on 06.04.2022 has been deferred. The intensified agitation program will be communicated in due course.
