OUR CONSOLIDATED MEMORANDUM ON THE CR

Dear friends and comrades,

We have been getting feed back that the CR proposals are under advance stage of discussions at the level of the Department of Revenue.  We have been anticipating that we will be heard by the Board or the Revenue before the department takes a final decision on the proposals for submission to the DOPT.  The DOPT has once again given an intimation that the proposals have to be forwarded to them by this month end.

We have been requesting the Board/DGHRM to provide us the draft RRs for the proposed Branch B Services.  In fact when the DGHRM wanted us to give a draft, we had readily given the same.  But they are yet to provide us the draft.  Without that, we will not be able to be satisfied that the proposed Branch B Service is really going to settle the stagnation issue confounding our cadre.  Our cadre together with that of the Inspectors constitute 40% of the total strength of the entire CBIC and yet, we have been getting a raw deal all along.

The other important issue which we have been stressing is that the cadre structure has to be commensurate to the actual work load and for the same the work load of every cadre has to be assessed with regard to the duties and responsibilities.  We have again been stressing on the publication of the duty list, which is yet to be finalised.

We see that 45% of the total work force of the Superintendent cadre has completed more than 25 years in the Group B cadre and is yet to get even the second promotion in their career.  

All these have been brought out in the consolidated memorandum submitted to the Revenue Secretary and the Chairman, CBIC by us, as per detailed discussions in the CEC.

We have pointed out in our memorandum that historical errors have to be corrected at some point in time and we are confident that the present Government will not allow this disgrace to the largest performing cadres at the cutting edge of the department to pass.

All Unit Office Bearers/ Office Bearers of the AIB and members are requested to preserve a copy of this consolidated memorandum.

It contains all vital information and data required to fight for our dignity.

Shradhanjali to be brought out by CBIC

 Dear friends,

As you might be aware by now, the CBIC is to bring out a booklet in the name of Shradhanjali in memory of our colleagues who lost their life due to COVID till 31.05.2021.

This is to be released on 01.07.2021.  The DGHRM has requested for (1) digital photo and (2) write up on the unfortunately deceased officer concerned, by a close associate .

A zonal officer at the level of JC/ADC has been asked to be nominated at the Zonal level to collect these information and to be sent to the DGHRM before 14.06.2021 so that the material could be sent for print by 15.06.2021.

In this regard, it is learnt that perhaps due to the lock down in most of the places this information has not percolated and matter for print has not reached the DGHRM in most of the cases.

A list of the officers who had deceased due to COVID, as is available with the DGHRM as on 11.06.2021 is given here

All are requested to kindly peruse the above list and ensure that, irrespective of the cadre,  names of any one who had died subsequent to testing positive (even if they had tested negative before death) has not been omitted in the above list.  If any such instances are there, kindly send the details like (1) date on which tested COVID positive AND (2) Date of death may be sent by whatsapp to 9443063989.  The necessary certificates for the said details may be sent to the concerned CCOs for verification and the CCOs may be requested to update the data in the fatality report module provided in the DGHRD site.

 In respect of all those who are in the list (as well as if any one who passed away before 31.05.2021 due to COVID but whose name was left out in this list), a write up in word format from a close associate of the deceased officer, and a digital pass port size photo may be sent to the CCO concerned.

This message may kindly be widely circulated so that the write up and photos reach the  DGHRM before the evening of 14.06.2021.

Let us do this for our departed colleagues, irrespective of the cadre.
