Dear Members,
It is with
humble gratitude to all the previous Presidents, Secretary Generals and all the
Office bearers that I communicate the grant of recognition accorded to AIASCT
by the Government of India. Now we are the sole Association representing the
Superintendents of Central Tax under CBIC.
It is the untiring efforts of many people who had a firm belief in
democratic ways, who moved bravely forward in adversity with unwavering
integrity, and with conviction beyond doubt which has yielded todays
fruits. We all stand to gain, enjoy and
relish the rewards of those selfless contributions by individuals who stood for
the cause of the cadre.
Though the
movement started only with a hand full number of units, it gained momentum at
the grass roots. Many more units joined,
many units blossomed and many units threw out their old regime and brought in
new leadership at the local levels. The
saga of the long fight for this justice, is already recorded in the various
pages of this blog earlier. Hence, I
would not like to repeat them now.
Here, I would
fail badly if I don’t mention the staunch and steadfast support of the members
who patiently waited for their leaders to succeed in this efforts and supported
the association in all its calls. You
have braced us in our falls, you have encouraged us in our efforts, you have
goaded us when the chips were down we are indebted to each and every member who
has made a positive impact by their resolute support.
And in spite of
all the stumbling blocks, it was the agitation that we launched last month that
finally forced the administration to yield.
The members who participated in it whole heartedly and all local office
bearers who made it a success need to be specially congratulated for this. This has shown us the way for launching
calibrated action programme.
This is
positively the end of the first step and the beginning of what could be a start
of a herculean task of putting forward our issues to the authorities and
achieving resolutions. We have a bundle
of issues like career progressions, pay matters etc. and new issues are
mounting like the new scrutiny instructions, back end issues etc. At least now the CBIC cannot deny our right to
represent our causes citing recognition.
I can safely say
that one of the causes for this inordinate delay in recognition of AIASCT is
also the hurdles put in by unscrupulous elements who have caused a minor divide
in the cadre with major consequences and a meagre few are yet to join the main
course. I take this opportunity to invite those units which are still not part
of AIASCT to embrace the majority and adopt democratic ways. Let us move
forward as one unified force to reckon with. On this day of joyousness,
celebration and achievement I call for unity and welcome all other left out
units with open arms to join the main stream.
Let us together achieve what is due for the cadre.
I would be
seeking an appointment with the Chairman and the Member (A & V) in the
coming few days to take forward this movement and bring to focus our
outstanding issues. I would urge all of you to be ready for any call of the
association for action to achieve the laid down objectives and the aspirations
for the cadre. The most important issue of resolution of the issue of
victimization of office bearers in Kolkata will be our first cause and lets all
vow to stand by our brothers of Bengal.
“Promotions” is
a word quite alien to our cadre, though heard once, most of the seniors yearning to hear it again one
last time before they retire. our
endeavor would be to fulfil that dream to as much and as quickly as possible.
The task is uphill but this empowered situation of recognition gives us a cause
to at least hope to achieve that objective.
We also have the
responsibility of taking care of the future generations of officers who have
been displaced from their home towns and have aspirations of Deputations and
loan basis Transfers to take care of emergent requirements of their families. A
streamlined policy with equity and justice is the need of the hour.
With lot more to
do, I sign off by congratulating each one of you and urging all to join hands
in our earnest efforts.
Hitherto
