CIRCULAR 01/2019
Dt: 21.08.2019
Dear friends and comrades,
We are all aware of the difficulties faced by the economy
in our country. On one hand,
international market pressures and on the other hand the internal demand
related issues have been alarming. In this scenario, the difficulties faced
by the trade, just as our members also due to the glitches in the newly
introduced GSTN, is also known to all of us.
At this juncture, the Government has launched extensive
outreach programmes all over the country to know the difficulties and
grievances of the trade. We are also
given to understand that an immediate re-structuring of the department may
not happen due to the above situation of the economy. We have to remember that the trade provides
the bread and butter for the government.
Hence, as common citizens as well as Officers who would be in
employment only as long as business is robust, it becomes our supreme duty to
enable the Government in putting the economy back on rails.
As an Association consisting of members who form the real
cutting edge at the field, it becomes our additional responsibility to
channelize the grievances of the trade and attempt to solve them by giving
necessary suggestions to the Government.
The gap that has arisen on account of networking, softwaring,
hardwaring, etc left to persons who are not aware of the trade and
departmental requirements and/or operational details of the law, is to be
overcome by our active participation and providing suggestions. The
structural changes that the department will have to undertake to accommodate
the changes also have to be taken into consideration.
Hence, all Units are requested to adopt the following
measures on an urgent basis:
1) Start interacting with the
Associations representing the trade, attend their meetings and try to find
out their problems;
2) Conduct meetings of our own
members according to the field of operation like Ranges and Divisions,
Anti-evasion, Audit, etc to elicit the points of difficulties faced on each
front;
3) Get in touch with our
counterparts in the State GST and find out the difference in operational
methods between theirs and ours;
4) Enlist the issues found out
during the above exercises and if possible with suggested solutions for each
in the enclosed format send them by email to aisacbitc@gmail.com & tirtha32@gmail.com
5)
Individual
members also can send their suggestions to the above mail id. (PL AVOID
SENDING BY WHATSAPP SINCE THEY CANNOT BE STORED AND SEARCHED)
Based on the above
data, we will prepare a comprehensive memorandum to be submitted to the
Hon’ble Finance Minister and Hon’ble MOS (Revenue) apart from bringing them
to the notice of our Board and Revenue Secretary also.
Copy of this
consolidated memorandum will be circulated to all units. This could be used by the units to mobilize
opinion on the same by submitting the same to the Hon’ble Members of
Parliament in their respective constituencies.
