Resolution to start agitations if no solution in sight before second session of Budget Session

 Dear friends and comrades,

The Central Executive Committee had been waiting for the CBIC's work with the Budget to get over before pressing our demands for immediate resolution.

We are getting feed back from the field that the Cadre is being put to extreme pressures.  Along with the acute stagnation, the ill-treatment is crushing our souls.

Therefore the CEC has passed a resolution and communicated it to the Board today.  Copy of our communication could be accessed by clicking here.

The last promotion orders deliberately did not mention the AISL Nos or Zones etc of the persons promoted.  Hence, we have prepared the promotion orders along with the said details as available in the CBIC site itself. Click here for the detailed work sheet.

It will now be clear as to who were struggling for the really seniors.  Those who wanted parity in promotional avenues for all and thus to avoid the degrading stagnation faced by those who joined as Inspectors more than 35 years, and discrimination as compared to their 17 year juniors or those who enabled the Administration to carry out this process without making any changes to the system, so that those who joined in 2002 as Examiners are promoted while those who joined as Inspectors in our own ranks even from 1985 onwards remain only Superintendents. 

The CEC hopes that the CBIC will come up with some solution, if they are not able to take our solutions offered thus far.

Otherwise it is for the cadre to decide on the next course of action.

  1. Rightly said, Manimohan ji.
    Promotion to Gr-A is currently based on wrong principles.
    The DoPT HBRRs clearly states that, any person joined/recruited subsequently can not be Senior to the one recruited earlier.
    Similarly, OM of 1988 states that collating different streams/grades should be done with ref to their 'date of attaining eligibility' in their sub-feeder grade.
    THUS, for promotion to Gr-A while collating Cx Zonal seniority lists, the All India Seniority List(AISL) should be prepared only w.r.t. their "date of attaining eligibility"; to avoid & abolish prevailing Zonal disparities in Gr-A promotions.
    Alternatively, IRS(C&CE) Group-A RRs should be amended to provide for JTS promotion on the basis of combined length of Service in Gr-B executive.(which was committed by CBEC in Delhi CAT OA of 2009).

    This issue has to be strongly addressed by the Cx fraternity, to avoid humiliation of their working under (10-15 years) junior recruited through same entrance examination.

      It is better if you can provide the details of DOPT OM of 1988 and Delhi CAT OA of 2009 jisse agar koi unhe apni understanding ke liye padhna chahe to padh sake.

  2. CBIC kisi solution ki taraf se badee es bat ki aasha karna vyarth hai. Cadre ne decide karna chahiye ki use aange kaise badhna hai.

    Own Merit/Catch up Rules/Reservation in promotion and consequential seniority ke issue par acrosss the CCA uniformity ke liye Association ke level par pryash kiye jane bahut aavashyak hai otherwise aang aani wali kai DPCs esse prabhavit hongi.

    DPC ka ho model calender hai use lagu karane ke liye Association ki taraf se aur pryash kiye jane ki jarurat hai.

    Aur en sabse pahle upto date AISL issue karaye jane ki jarurat hai. Ye samjh se pare hai ki without AISL hum aange kaise badh sakte hain.

    Humen jo bhi strategy banani hai wo ye mankar banani chahiye ki CBIC ki taraf se koi positive response nahi milega unki side se Superintendent to AC ki DPC tab ki jati hai jab vacancies etni bad jati hai ki AC/DC level par administrative difficulties aane lagti hai.

    उसके बाद इस इशू पर एसोसिएशन द्वारा कोई फॉलो अप किया गया हो ऐसा मालूम नही चलता, लेटर लिख देने और फिर उसपर कोई फॉलो अप नहीं करने से कोई फायदा नहीं है।

  4. the Solution to the promotions lies in amending RRs of all cadres or making one RRs for all so that a person recruited in South in 2009 as LDC doesn't become Supt in 2018 while a person recruited in 2009 in North doesn't remain inspector in 2020, through Transfer guidelines same as Group A and AISL based on Date of Joining in the cadre which can be easily available from DGHRD or NIC and put up that list on the website with their Service books details in pdf since everyone is filing their APAR in online mode. Our Cadre controlling authority should be under DGHRD only no zonal cadre authority since because there is chance for anomalies at zonal level. Further, the most important thing is to make a single association by giving representation to all cadre represntative.

    Views are personal. Since being a Inspectors I felt there is lot to improve in the structure and the recent cadre restructuring is not offering anything in substantial way.. I think we should make one strong Union and meet weekly or fortnightly to discuss and put before higher authority to improve our carrier

    1. Yes, it is time when regional CCA need to abolished as the regional CCA resulted in regional disparity. If there is only one CCA at DGHRD level with all india seniority then atleast regional disparity will be removed.

      I personally think common union without common CCA is not much fruitful
