Sub: Call for agitations by
Ministerial Officers Associations in CBIC – declaration of moral support – reg

We are
given to understand that a notice has been served by three All India
Associations representing the Ministerial Officers in CBIC, for a two phased
agitation, with lunch hour demonstrations on 11.10.18 and black flag bearing on
30.10.18, pressing for their immediate demands.
The
Board would be aware that on a Charter of Demands including these issues, the
COC of Associations in the CBIC had also observed protests earlier this year. However the Day Long Dharna which was slated
for 20.06.2018 had been deferred in fond hope that the then Member (Admn) who
had been designated as the Chairman would look into the issues on assuming
charge as the Chairman. However, it is
more than 3 months since then and even our request for an appointment is yet to
be granted.
Our
members are also becoming restive on the following issues:
(i) Delay in
implementation of the benefit of Court order in M. Subramaniam case for grant of
GP 5400 in rem.
(ii) Adverse
decision by the CBIC on pay anomaly matters affecting the cadre even as they
are pending with the Anomaly Committee and judicial forums.
(iii) Non-implementation
of judgement in N R Parmar and deviation from the stand taken in SLP filed by
the department in the Hon’ble Supreme Court itself.
(iv) Non-regularisation
of Assistant Commissioners promoted on temporary basis and non-filling up of
consequential vacancies.
(v) Diversion of
temporary posts of Assistant Commissioners which are outside RRs and which are
meant for assuaging stagnation, to non stagnating cadres in the Customs and
(vi) Delay in
granting of renewal of recognition to this Association.
In the
above circumstances, we are obliged to declare our moral support to the
Ministerial Associations on their agitation programme.
We may
also kindly be permitted to place on record that if the CBIC does not
immediately call the Staff Associations for negotiations and settle the long
pending urgent issues, our members may also be constrained to go in for
agitations to draw the attention of the Administration.
We sincerely
hope that the CBIC would urgently step in so that the matters do not get
escalated.

What abt new designation post created as sr.supdt.? Since the designation as'supdt." cannotes2all public as "ministerial office supdt." n not as "executive" post,redesignating it as junior commissioner on the lines of jr.enigineer etc.which demand has non-financial impact.
