The All India Association of
Superintendents of Central Tax (AIASCT) has addressed a representation to the
Chairman, CBIC, requesting that the Report submitted by the Working Group on
Cadre Restructuring, along with the proposal currently under consideration in
DGHRD, be shared with the Association.
Cadre Restructuring is a long-awaited
reform that carries significant implications for organisational efficiency,
manpower planning, career progression, promotional avenues and the resolution
of stagnation across various cadres. Officers across the country have
consistently looked forward to an early and meaningful restructuring exercise
that addresses long-standing concerns while strengthening the Department's
operational capabilities.
CBIC had constituted a Working Group to
examine various aspects of Cadre Restructuring and submit its recommendations.
Given the Working Group's access to relevant data, workload assessments,
sanctioned strength, functional requirements and other critical inputs, its
report is expected to provide a comprehensive and evidence-based assessment of
the existing cadre structure and the options available for reform.
AIASCT believes that sharing the Report
submitted by the Working Group and the proposal under consideration by DGHRD
would facilitate informed discussions and enable the Association to provide
constructive suggestions based on field-level experience and operational
realities. Such an approach would strengthen stakeholder participation and
contribute to a more balanced, practical and sustainable restructuring
framework.
The Association had earlier requested
DGHRD to share the proposed structure or framework being examined as part of
the restructuring exercise. Since the Working Group has reportedly submitted
its report, AIASCT has now reiterated its request for access to the relevant
documents to enable a detailed examination of the recommendations and
proposals.
The recommendations emerging from the
restructuring exercise are expected to influence the future human resource
architecture of the Department for years to come. In this context, wider
consultation with stakeholders can enhance transparency, build confidence among
officers and help achieve greater consensus around the proposed reforms.
AIASCT remains fully committed to
supporting an early and effective Cadre Restructuring that serves the interests
of both the Department and its officers. The Association hopes that the Report
submitted by the Working Group and the proposal under consideration by DGHRD
will be shared, enabling a meaningful exchange of views and facilitating the
successful implementation of this much-awaited reform.
