As has been feared by us, the CBIC has once again submitted the CR proposals to the DoPT without informing us the contents of their recommendations. You would have gone through the detailed submissions made by us to the Revenue Secretary and the Chairman CBIC which was published in this blog:

However, we come to know that the proposals have been sent to DoPT, without giving us an opportunity to be heard or intimating to us what was the final proposal decided upon by the CBIC. The next step is to mobilise support regarding the need to have the Cadre Review in such a manner as to address the stagnation in the department. More than our cadre, no one else can understand the pain of this stagnation. Though we have collected data from the units regarding the stagnation, in order to make it perfect, after removing the names of all those who have subsequently got promoted, retired or left service by any other method, we have sought the data from the members directly. This is a YAGNA involving the entire membership of this cadre through out the country. As a first step towards mobilising ourselves, by filling up this form individually, we are committing to do away with the satan of stagnation which has been suffocating us for decades. We are in a position of now or never.
Hence, we humbly appeal to each and every one of the members of the cadre through out the country in all the 15 zones, to participate in this YAGNA with sincere feeling and prayers.
We will announce our next step and programme shortly in consultation with our sister Associations.
