    Para 2.2 - However, in practice, these temporary posts are being filled up from three streams of ---------------based on COMMON ALL INDIA SENIORITY LIST.
    It may send wrong message that three streams have common all India seniority list.
    The correct expression may be - 'based on all India seniority list of each stream/cadre'
