Those who interpret several Acts and OM failed to interpret a simple concept of rota quota and its whole concept. 1959 or 1986 all r same except the aberration of 2008. The 2008 was struck down by the SC. Still the DOPT came up with an OM with term “settled” the bone of all contentions.

SSC recruitees are not liked by the IC & CE officers to become Group A officers. Hence all tactics being played.
